This monograph examines the legal, institutional, and strategic mechanisms for modernizing public administration in New Uzbekistan in the context of digital transformation. The work puts forward long-term comprehensive solutions aimed at administrative and legal reforms, the development of human capital, the productive and efficient use of available resources, support for civil society institutions, ensuring information security, preventing hybrid threats in the media environment, and defining the legal and ethical boundaries of the use of artificial intelligence. The central focus of the research is the legal and technical qualification of offenses committed through information and communication technologies, particularly cybercrime and cyber-corruption. Specific organizational and technical mechanisms have been developed to strengthen the role of digital forensics in ensuring justice and detecting crimes. Furthermore, an entirely new methodology, “Cyberalogy,” has been introduced into the academic field, through which modern algorithms are presented for developing advanced research that fully meets the requirements of international scientific databases, including Scopus and Google Scholar. This fundamental work serves as a strategic guide for public administration officials, lawmakers, doctoral researchers specializing in cybersecurity and IT law, and the broader academic community. This monograph has been published upon the recommendation of the Academic Council of the Institute of Legislation and Legal Policy under the President of the Republic of Uzbekistan and is dedicated to the enduring memory of the late distinguished statesman and public figure, Member of the Senate of the Oliy Majlis, Doctor of Law, Professor M.
